A lot of Footscray sits on low ground near the river, and after a sustained wet period the water table rises to the point where it enters buildings from beneath rather than from above. Pits, trenches, lift shafts and slab penetrations are where it shows up.
That behaves nothing like rainfall ingress. It does not stop when the weather clears, and running drying equipment against a continuing inflow achieves very little. The honest conversation is about pumping capacity and whether below-ground waterproofing has failed, and we would rather have it than bill for equipment that cannot win.

The failure happens in decades-old pipe and lands on recent work, and what we find in the ceiling often does not match the drawings.
